HIA Welcomes HAFF Stream 5 Opening for Class 1 Homes — Up to 1,000 Social and Affordable. Recast Shovel-Ready Pipeline Off the 2027 Dates.
On 14 September 2026 the Housing Industry Association welcomed the opening of a new Housing Australia Future Fund stream for shovel-ready, well-located low-density Class 1 projects. Housing Australia is targeting up to 1,000 social and affordable homes in fixed packages of 200 dwellings (100 social + 100 affordable), with completion by 31 December 2027. Treasury’s capability assessment sets funding approvals by 1 February 2027 and main works commence by 1 May 2027. Recast tender books and CHP partnership talks off those published dates — not off a generic Round 3 hope.

HIA welcomes Class 1 HAFF stream opening
On 14 September 2026, the Housing Industry Association welcomed the opening of a new funding stream under the Housing Australia Future Fund (HAFF), saying it creates a long-awaited opportunity for Class 1 housing projects to play a larger role in delivering social and affordable housing.
The stream sits inside HAFF Round 3 as Stream 5 – Release 1. Mortgage Professional Australia reported on 26 August 2026 that Housing Australia designed it to fast-track well-located, low-density Class 1 social and affordable homes that are at or close to shovel-ready status.
This article summarises published HIA, MPA and Treasury figures. It is not legal, lending or investment advice. Individual jobs turn on contracts, finance and planning — not a national stream cap alone.
The published numbers — 1,000 homes, 200-dwelling packages
As published in the MPA coverage of the Housing Australia announcement:
- up to 1,000 social and affordable homes via shovel-ready, well-located low-density Class 1 projects;
- fixed packages of 200 dwellings each — 100 social and 100 affordable;
- completion deadline 31 December 2027;
- submissions open to community housing providers, state and territory governments, local councils, and housing enablers.
Master Builders Australia CEO Denita Wawn welcomed the commitment to prioritise up to 1,000 Class 1 homes and asked for efficient rollout with transparency around delivery (MPA 26 Aug 2026). HIA’s 14 Sep newsroom piece confirms the association’s welcome now that the stream has opened.

Treasury dates that bind the build window
The Australian Treasury’s Independent Assessment – Capability Assessment of Housing Australia describes Stream 5 – Release 1 as a newly established pathway for ready-to-go, well-located, low-density (Class 1) projects, with:
- funding approvals in place by 1 February 2027; and
- main works construction to commence by 1 May 2027.
Those dates sit beside the 31 December 2027 completion print. Do not invent a softer runway — if your site cannot clear planning/funding by early 2027, it is outside this release’s published window.
Practical moves for the next four weeks
1. Recast which Class 1 sites can hit the published dates. Map land that is genuinely shovel-ready against 1 Feb 2027 funding approvals, 1 May 2027 main works, and 31 Dec 2027 completion.
2. Partner the package structure, not a free-form count. The stream is published as fixed 200-dwelling packages (100 social + 100 affordable). Align CHP/council/enabler talks to that shape — do not invent a 50- or 300-dwelling “near enough” bid from this print.
3. Put Denita Wawn’s and HIA’s welcome beside your own labour plan. Industry welcome is not a crew roster. Stress-test volume-builder and tradie coverage against sites that can actually start by 1 May 2027.
4. Keep client and lender language on published figures only. Factual line: HIA 14 Sep 2026 welcomed HAFF Stream 5 Class 1 opening; up to 1,000 homes in 200-dwelling packages (100 social + 100 affordable); complete by 31 Dec 2027; Treasury Stream 5 — approvals by 1 Feb 2027, main works by 1 May 2027.
5. Do not invent a Round 3 pipeline split from this stream alone. Cite the Stream 5 cap and dates unless and until Housing Australia publishes a project list you can name.
Bottom line for the desk
On 14 September 2026 HIA welcomed the opening of HAFF Stream 5 for Class 1 social and affordable housing. The published frame is up to 1,000 homes in fixed 200-dwelling packages (100 social + 100 affordable), complete by 31 December 2027, with Treasury targeting funding approvals by 1 February 2027 and main works by 1 May 2027. Recast shovel-ready Class 1 pipeline off those dates — not off a generic Round 3 hope.
